According to the new draft Law on organization and functioning of the health system, physicians from third EU countries, beneficiaries of permanent resident status in Romania and doctors beneficiaries of long-term resident status granted by one of the EU will be entitled to practice in Romania.
“We had solicitations from medics from the USA, Israel and Canada to practice in the Romanian health system, but under the current legislation foreign doctors from outside the EU cannot be hired in Romania.
We know that we can’t stop the free circulation of the medical work-force, a phenomenon that can be seen on a global level, it is futile to unblock vacancies in the health-system if there are no professionals to occupy them.
This is the main reason why we try to make the legislation more flexible and to find solutions for the personnel deficit. We consider that this measure, combined with the decision to let the hospitals govern themselves and reattribute the medical professionals in concordance with their function and their competences. These measures can lead to the solution of this phenomenonâ€, declared Health Minister Dr. Vasile Cepoi.
Of course, not everyone can occupy a position in a Romanian health facility.
The bill, under public debate, states that will establish clear criteria for acceptance of professionals. These will be developed in collaboration with representatives of the Medical College of Romania, through secondary legislation.
